As you know I am truly fascinated by random selection and its possibilities. I received an email message recently that knocked my sox off. Amongst other things the author said:

I believe it was either Madison or Jefferson who proposed a third house of congress…
to be appointed by Lottery to oversee the other two.

I believe this idea was inspired by the Pre-Revolutionary Monarchist French…who had three houses….Nobles, Clergy, and Everyone Else
